The Philippines Post Office is now charging 100 pesos plus 12 pesos tax as a 'postal handling charge' on any packet from abroad.  This started as being for packets bearing a CN22 or CN23 Customs Declaration, but last week I was informed that they will now charge this fee on all 'large items', i.e. bigger than a letter.

Does anybody have any experience with other postal services charging additional postage on items from abroad?  Once postage is paid at the place of origin, it should be delivered without any additional postage.  This postal handling fee from PhlPost is often higher than the value of any goods, and higher than the original postage (especially with items from China where postage is very cheap).

It seems to me this is against Universal Postal Convention. Universal Postal Convention clearly restricts that. I guess you should write a request to Universal Postal Union (UPU). You better write a letter to them telling about this problem and collect as many signatures as you can. This is a serious violation of UPC, if PhilPost does not stop it, it will be kicked out of UPU and another operator will be assigned on to handle international mail. You should file your claim here

Please note that Universal Postal Union is a very serious organisation and is a division of the United Nations (UN). UPU is the organisation responsible for global postal operations. You should not kid them and your information about handling fee collection should be confirmed (you should have a bill scan or something).

Thank you - I know about the UPU, but was dismayed to find that they don't have any email address!  Perhaps it is their small protest against people not using snail mail?  But thank you, I will write to them.

The Postmaster General and CEO of PhlPost has ignored my emails, and my complaints through the government's complaint service.  Over two months ago the Presidential Complaints Center at Malacanang Palace, in the name of the President, asked him for an answer, and he has ignored the President's office as well.
